Montserrat Garibay is a bilingual educator, labor leader, and lifelong Austinite who has spent more than 25 years fighting for fairness, opportunity, and dignity for working families.

Her journey — from an undocumented child to pre-K teacher, union leader, and senior official in the Biden–Harris Administration — reflects her belief that every Texan deserves a fair shot.

Montserrat met her husband, Gilbert, while they were both students at Austin Community College. She would go on to graduate from the University of Texas at Austin with both bachelor’s and master’s degrees, and began her career in the classroom in Austin ISD.

When the Texas Legislature cut funding for full day pre-K, Montserrat got involved with her union and convinced the school board to make up the funding. This taught her the power of organizing — and she would go on to lead as Vice President of Education Austin and later Secretary-Treasurer of the Texas AFL-CIO, becoming the first Latina ever elected to that role.

At the U.S. Department of Education, she helped shape national initiatives that expanded opportunity and strengthened public schools for millions of students, and worked to secure student loan forgiveness for over 1 million public servants.

Now, Montserrat’s running for Texas House District 49 to ensure that every child learns in a fully funded school, every worker earns a fair wage, and every family has the opportunity to thrive.

A resident of HD 49 for over 15 years, she’s given back to our community by serving on the boards of American Gateways and Austin Voices. In her spare time, Montserrat enjoys running, traveling, and gardening with Gilbert.
